Are there buffs? Like if your a mage and you have a party with someone. You can use a spell on them to make them stronger, faster and give them more health.

yes. shouts, chants, and enchantments do all of those. use guildwiki to find out more.

dunno bout more health, but there are those that can heal you to your current max health

Vital blessing? Vital Weapon? Ranger spirits? Mending?
